Metals and Chemicals recycling and medical waste management project

  The project goal includes the four core objectives as “planning for the promotion and management systems for metal and chemical resource circulation in our country”, “keeping track of current domestic metal and chemical circulation operation”, “to hold information on medical waste generation and resource recovery capacity to enhance management effectiveness” and “to conduct the project related administrative works to facilitate the project implementation outcome and quality”.   One of the major targets in this project was to collect both domestic and foreign information regarding metal and chemical resource circulation policies and management systems to provide references for building domestic circulation promotional strategies. The project emphasized on collecting information related to metal resource circulation system, green chemistry and chemical leasing. The information collected has shown promotion of green carried out through public and private cooperation, and the service based business model of chemical leasing between enterprises being promoted by relevant authorities in our country. In addition, separation of material flows is also one of the key issue in the strategies for promoting chemical circulation. Therefore, the project suggested specific codes for major chemicals to facilitate the distinguishment of chemicals by their sources of generation for recovery to enhance industries in separation of materials for recovery and to foster the promotion of resource recovery.   In order to thoroughly understand the situation of domestic metal and chemical circulation, the project has investigated the capacity of domestic metal and chemical resource circulation by holding specific domestic metal and chemical flow distribution information to find out about 80% of the waste chemical solution entering the circulation system. The project further conducted analysis of major domestic industries that generate waste chemical solution for screening of potential items for prioritized circulation promotion through onsite visits and discussions with relevant industries regarding industrial purification technology, recycled product quality, intention to adopt chemical leasing and circulation.   In respect of bio-medical waste, the project conducted statistical analysis of bio-medical waste in recent years, including the reported waste categories, treatment capacity and methods, and investigated the situation on collection of household waste medicines, as we ll as discussion on feasibility to simplify the reporting process and to expand the control on bio-medical waste sources. In addition, the project conducted works focusing on the management of pandemic waste, including statistics about the collection and transportation of pandemic waste, reviews of the cleaning processes, inspections of cleaning sites and auditing of fulfillment of cleaning service contracts.   In terms of administrative support, the project has assisted the holdings of all necessary seminars, professional consultation meetings and provided the required documents for the meetings, as well as assisted the completion of over 20 requirements in providing updated statistics, strategy planning and temporary needs, and assisted EPA management policy and promotion operation.
